Mission Statement

The Oconto County Finance Department was established by County Board Resolution #60-90, adopted June 1990. The Department was created with broad responsibilities for financial record-keeping, overall planning, organizing, directing and controlling all county financial, accounting, payroll and bookkeeping functions.

The Department is a "service agency", providing a full range of services to all County departments and agencies using the following resources as appropriate: financial expertise, staffing, and data processing solutions to management information needs. The Department is a "processing agency", by processing and generating on a daily and periodic basis, financial information and reports, including applicable Federal and State reports. The Department provides "administrative support" with financial data and recommendations to assist the Administrative Coordinator, various County Committees and the County Board in making informed financial decisions.

The Department performs the duties of County Auditor as prescribed by WI Stats 59.72 and works under the general direction of the Finance/Insurance Committee.

Description

The Department has been given a multitude of financial duties which include, but are not limited to:
- Establish County-wide uniform policies in financial procedures, financial reporting, accounting methods, payroll procedures and budget preparation.
- Provide debt administration, cash management and investment policies.
- Develop data information required for bond agencies and debt reduction.
- Responsible for all County, State, and Federal financial reports, budgets, financial analysis and studies of revenues, expenditures, assets, liabilities and equities.
- Coordinate, maintain and review all existing and new financial and accounting systems; recommend changes in accounting methods and systems; supervise installation of new accounting systems and procedures.
- Establish fiscal policies of the County to ensure uniform operation; review, develop and recommend long-range fiscal, financial and informational systems.

- Supervise the central accounting, payroll and cash management services for all departments.
- Plan, organize and supervise all annual budget preparation activities.
- Conduct internal audits upon request of the Finance Committee and/or County Board.
