Wisconsin Home Energy Assistance Program (WHEAP) recipients may receive a one-time annual benefit to help with utility bills. The benefit pays a portion of heating/electric costs. You can apply anytime from October 1st thru May 15th of each year. (Benefits are usually released starting mid-November)

ELIGIBILITY: Do I qualify? Verifications will be requested

Home energy income guidelines; All Gross household income (before taxes) is countable. The program uses the previous month of income for verification. Example: if you apply in January proof of all household income for the month of December will be needed.

Hint: Paystubs will be needed, the date you received the pay (pay date) is what is needed. Not pay periods. (Below are the income limits for 2021/22)

Please call 920-834-7055 to schedule an appointment for either a phone interview or a face to face interview at the local agency. Face to face interviews are subject to change in response to Covid.

Short form applications are also mailed to those that have applied in the previous year and that have fixed incomes with no changes. Example…Social Security, disability

Verifications - Avoid processing delays!
  1. Social Security Numbers & Dates of Birth for all household members (card not needed)
  2. Heat and Electric Vendor:Vendor name and account number required
  3. Residency: If you rent, copy of lease. Name address and phone # of landlord required.
  4. Gross Income for all household members. All income that pertains to your household.
  • Wages- pay stubs for the prior month needed.
  • Social Security Benefits – Award /Benefit Letter
  • SSI/SSDI- Award/Benefit letter
  • Pensions, Annuities, IRA distributions, Interest Income ( 1099-R, 1099 int/div, taxes)
  • Veteran Benefits- Award/Benefit letter
  • Unemployment- print out or benefit letter
  • Tribal per Capita –statement
  • W2& TANF- contact agency for printout
  • Child Support – Received/Paid- print out or pay stubs that reflect payout
  • Any Self Employment- Business, rental or farm income, work from home we will need;
    • Copy of Federal Taxes which includes 1040 and ALL Schedules
    • Self-Employment (Schedule C)
    • Farm Income (Schedule F)
    • Rental Income (Schedule E)
    • Partnerships (Schedule K)
If you are a Seasonal Worker: School Bus Driver, Teachers, Construction, Landscape and Tree Farm worker any other profession whose primary employment is less than 12 months per year. Verification of income for the year (12 months) will be needed. W2, 1099, unemployment compensation or taxes.
