Energy Assistance Program

Wisconsin Home Energy Assistance Program (WHEAP) administers the federally funded Low Income Home Energy Assistance Program (LIHEAP) and Public Benefits Energy Assistance Program. It is a one-time payment during the heating season (October 1st – May 15th). The payment pays a portion of the costs, it is not intended to cover the entire heating or non-heating (electric) costs of a residence. In addition to regular heating and electric assistance, specialized services include:
  • Emergency fuel assistance
  • Counseling for energy conservation and energy budgets
  • Pro-active co-payment plans
  • Emergency furnace repair and replacement for home owners

The Home Energy Plus program uses a prior month income test or annualized income depending on income type to determine program income eligibility.

How to apply
You can contact your local agency any time after September 30th by calling 920-834-7055 to schedule a phone appointment or to request an application be mailed to you.

Please note: if you applied in the previous year and are a fixed income applicant you will be contacted by phone or mail to complete a current year application.
